As a manager, I gave 4 performance reviews per year to each employee. The first set expectations, Next we reviewed how things were going. Next the employee reviewed themselves and we adjusted any objectives based on business circumstances. By the last, there were no surprises and in most cases everyone did well for the year. It was my way to show interest and that objectives were important.
