In order to bring about a union of individual states our system was developed. If everything was based upon the "majority", smaller states would have no say in anything. They would be at the will of the larger states. So, why bother having a state at all? And a union of states would never have occurred. The system was set to prevent individual states from being dominated by their larger brothers and sisters. And we do not have a democracy. We have a democratic republic. Our representatives vote on our behalf, or at least they are supposed to. In a true democracy, all of us would vote on everything. In the best of elections, how many people vote? 100 million in a country of 350 million? So isn't about the majority, but the majority of those who vote. The system may have flaws, but it still works pretty well, unless the intent is to only represent certain views. And that was what we were founded on to prevent. The rules are in place. They work both ways.
