Performance reviews indeed leave much to be desired. A once a year appraisal of one's performance is nothing and really bears no benefit. Ongoing feedback with an annual wrap-up seems much better. And a thorough assessment with specific examples is certainly warranted.

But HR does not seem to be progressing in any fashion, so don't hold your breath that this will happen anytime soon.
